This was the wild west period they called "the time of the Judges," and the Bible literally says everyone just "did what was right in their own eyes." Imagine that chaos. Local strongmen called judges would pop up here and there to solve problems, but mostly you were on your own. And when drought hit? When famine struck? You could lose everything. Your survival depended on who you knew and how kind they were willing to be.
