テクニカルディレクターの山田大揮さんゲスト回後編、テーマは「地域と表現」。Sapporo Culture Knot Weekの企画運営を通じて見えてきたこと、助成金構造の課題、持続可能なあり方、そして札幌で活動を続ける理由についてお話しました。

Sapporo Culture Knot Week、中間支援事業として10企画を採択／展覧会・演劇・哲学対話・24時間焚き火など多様なイベントがコア期間に集中／ジャンル間の繋がりがなく、繋ぐといろいろ発生する／公共施設インハウスの経験から共通課題が見えていた／札幌の文化芸術は予算が小さく特定のところに集中／技術相談で10万円が1万円に、再分配が必要／権力集中を解消するネットワーキング／演劇でアーティスト紹介、対話型鑑賞ノウハウ共有を実現／権威性への自覚：公募内容次第でそういう事業が発生する／反省点：稼働量見積もりが甘く持続可能なやり方を考えるべきだった／助成金構造上、人件費を盛ると企画書が魅力的に見えない／ポジティブ：問題意識への共感、双方向コミュニケーションの喜び／ハラスメント対策イベントも企画、公金事業でやるべき／技術を用いて状況を成立させる仕事／偏在の解消と関心を持つ人を増やすのが「良くなる」／対症療法でなく構造を変えることが必要／札幌でやるべき、この課題設定ができる人が他にいない／バドミントンのフォーメーション、空いてるポジションに入る感覚／法人化で属人性を減らしチームで働きたい／公共と民間の違い、予算が先か発注が先か／持続可能なあり方、両方の立場の橋渡し・中間支援を目指す

Part 2 with technical director Hiroki Yamada. Our theme is "Region and Expression." We discuss insights gained through organizing Sapporo Culture Knot Week, challenges in grant structures, sustainable approaches, and why he continues to work in Sapporo.

Sapporo Culture Knot Week, 10 projects selected as intermediary support initiative / diverse events concentrated in core period including exhibitions, theater, philosophical dialogue, 24-hour bonfire / no connections between genres, but connecting them generates various outcomes / common issues visible from in-house experience at public facilities / Sapporo's cultural arts scene has small budgets concentrated in specific places / technical consultation reduces costs from 100,000 to 10,000 yen, redistribution needed / networking to dissolve power concentration / achieved artist introductions for theater, shared dialogue-based appreciation know-how / awareness of authority: the call for proposals shapes what projects emerge / reflection: workload estimates were too optimistic, should have considered sustainable approaches / grant structure makes proposals less attractive when personnel costs are included / positive: joy of shared problem awareness and two-way communication / also organized harassment prevention events, should be done with public funding / work that uses technology to make situations possible / "improvement" means reducing disparity and increasing people's awareness / need to change structures, not just treat symptoms / should work in Sapporo, no one else can set these issues / badminton formation, the sense of filling an open position / want to reduce personal dependency through incorporation and work as a team / difference between public and private: budget first or orders first / aiming for sustainable approaches and bridging both positions as intermediary support
