Solomon has noticed under the sun that not all achievement leads to contentment. Here he goes on to notice that not all the world says brings contentment does. Religion falls short for a number of those that Solomon sees are hypocrites and foolish. And wealth falls short of satisfaction too - but there is a joy found in earning enough to live off your own work - even under the native oppression of governments.
