The driver of a pickup truck who left the scene of a serious accident involving a horse-and-buggy and three of the buggy’s occupants admitted to Pennsylvania State Police that he snorted cocaine and drank alcohol prior to hitting the buggy along Orrstown Road last Friday morning.
