This man was not the Light, but was sent to bear witness to that Light.

The Bible reference, The Four Gospels by E.V. Rieu, began the verse above with the phrase, "This man", which makes us understand that John the Baptist was present and available. More than being a product of prophecy (Luke 1:15), John the Baptist was present and available where he had to be for God to use him (Matthew 3:1-4)
Hence, if John was only satisfied with being a product of prophecy and was not present in the wilderness and available to God, the prophecy concerning him would have been unfulfilled. Also, John the Baptist was successful because he was available to be used by God to fulfill the prophecy concerning his life.
