Sometimes we miss what the Bible teaches because we get caught into cliché statements that tend to offer "good vibes" but not much theological basis. The Bible teaches us that we are only children of God when we believe in Christ and follow Him...so, we may not be as the old statement says, "all God's children." That is a title that is reserved for those who believe on Christ!
"To all who did receive Him, to those who believed in His name, He gave the right to become children of God." - John 1:12
