We call a person that writes a psalm a "psalmist." Many Commentators agree that Psalm 37 was probably written by David. The Psalmist saw that many evil people had everything they wanted. They did what they wanted & nobody stopped them. They hurt poor people who did not have very much. The Psalmist began to feel very angry. The Psalmist helps us to understand we should not fret because of evildoers. Rather than worrying about the wicked, the Psalmist encourages the righteous to trust in Yahweh (God) and obey Him. Trust means having security in the Lord & believing the Lord will do good.
