Schools are only responsible for determining if a student is eligible for one of their programs. As a private clinician, I conduct diagnostic assessments and I’m free to recommend the necessary services that will improve a kid's functioning, but district personnel can only recommend the services they offer. According to federal law, schools are required to identify all areas of suspected disability, but considering that they conduct minimal evaluations, they overlook many deficits.
