Moses is in the last days of his 40 days & 40 nights spending with God. God has told Moses about who he has given the gifts for the workmanship of all that he needs done for the Building of his Tabernacle and everything in it. After their time together, God sends Moses back down to the people with two tables of testimony, which where of stone, written by God.
