There is a method to the madness in Jammu & Kashmir right now. The idea to target the minority and non-locals - to spread fear is an old trick (but an effective one)
The ISI jumped into Kashmir just after their Afghanistan adventure got over in 1989 - the ground in Kashmir was fertile after the rigged 1987 elections. So we the saw the anarchy of the 1990s.
Now after the Taliban has won over Afghanistan - the ISI seems to be eager to meddle in Kashmir ..... like the rigged elections then - Article 370 and state repression has given an open invite to trouble in paradise.
Will India learn from the past and not repeat the same mistakes - or will be continue to believe that the stick can solve all issues in Jammu & Kashmir.
