Make sure your city pages are unique. They must address the city and the unique features of that city that can be relevant to your niche.
Add internal linking the right way. Make sure you link to your new location pages from other areas of the site that are relevant to that specific service.
Do not just copy and past your location page content across multiple cities. They need to serve your readers and provide them with some value.
