The Misfortunates have arrived in Corsiva, one of the largest cities in Stensia. There they bore witness to the greatest horror of all, man's inhumanity to man.
A crowd of hundreds, refugees from Estwald, were turned away and beaten at the first national bank of Stensia. Its Estwald branch promised them vouchers for their life savings even after it had been robbed, something the manager there should have been more prudent in disseminating; at least as far as his corporate masters were concerned.
Faced with this monstrous inhumanity, its apparent face is a small and unasuming Taxman named Timothy. The Misfortunates must now face their most insurmountable task of all; to pay their taxes.
