Description

In this paper, Hamilton defends the coequal authority of taxation in this federalist paper.  He calls for the federal government to pay for the national defense and the state to have their own separate expenditures that shall not surpass that of the national defense.  Hamilton explains the needed power of the Union to tax in preparation for exigencies.  Additionally, the proposed constitution held provisions that were necessary for the permanency of the Union rather than temporary provisions that would be futile.
