Description

In this paper, Hamilton explains the power of the president to veto legislation.  He explains that this will be a qualified negative rather than an absolute negative.  The power of veto will provide a blanket of security to the executive as well as the people and will deter the legislature from making an extreme decisions that would confiscate rights from the people.  Additionally, a qualified negative will more likely be used than an absolute negative, because an instantaneous shut down of legislature would be viewed badly by the legislature and the constituency.
