The 4th Beast is a picture of the kingdom of the Beast, a confederacy of spiritual rulers (heads) who rule over other spiritual rulers (horns) as well as their earthly counterparts such that it all plays out in the realms of humanity—in the world. This confederacy is characterized as follows
stealth, opportunistic, cunning, blood thirsty, cruel, stable, weight bearing, fighting advantage, loud, boastful, biting and tearing its victims after strangulating them of life.
From this beast will arise a little horn, a spiritual king who is great in stature, in fact he is greater in power and glory than the other kings. This spirit will possess a man, and from this “diminished place,” he will attack and defend his kingdom. With eyes of a man and a mouth uttering
great boasts, he will speak against the Most High and afflict the holy ones of the Highest One.
