The expression ''with a strong hand and an outstretched arm'' is usually understood as being an expression of the power of God. The arm denotes influence, power, means of support or conquest.
Jeremiah 27:5 KJV I have made the earth, the man and the beast that are upon the ground, by my great power and by my outstretched arm, and have given it unto whom it seemed meet unto me. He who created it all is the one to always look to. When you and I need and arm to hold us it is the outstretched arm of the Lord that gives me strength, protection and direction.
Deuteronomy 5:15 And remember that thou wast a servant in the land of Egypt, and that the Lord thy God brought thee out thence through a mighty hand and by a stretched-out arm: therefore the Lord thy God commanded thee to keep the sabbath day.
