The fear of the Lord is a choice. To fear God is a choice you make on what to do with yourself in any given situation, at any point in time. When you realise that you have sinned or made a mistake in something, you can choose to either make the next steps based on a profound reverence for God, or move on as if it doesn't matter at all. To choose to acknowledge God and hear what He has to say before one proceeds with a thing- that's the fear of God. And it's never something that is imposed on us. The fear of God is something you choose to do.
After making the mistake of asking for a human king to rule over them like was with the other nations, the Israeli Israelites realised they had made a mistake after Samuel reprimanded them. They had a choise to make- either to choose to hear God and stick to what he had to say on the matter, or move on in their error or mistake as if God did not matter. But after Samuel displayed God's power before their very eyes, in addition to preaching and letting them know their wrong, they agreed and accepted to go the way of the fear of the Lord. Fearing God is always something that is up to you!
1 Samuel 12:12-18 AMP
But when you saw that Nahash king of the Ammonites had come against you, you said to me, ‘No, but a king shall reign over us’ — although the LORD your God was your King. [13] Now therefore, here is [Saul] the king whom you have chosen, and for whom you asked; behold, the LORD has set a king over you. [14] If you will fear the LORD [with awe and profound reverence] and serve Him and listen to His voice and not rebel against His commandment, then both you and your king will follow the LORD your God [and it will be well]. [15] But if you do not listen to the LORD'S voice, but rebel against His command, then the hand of the LORD will be against you [to punish you], as it was against your fathers. [16] So now, take your stand and see this great thing which the LORD will do before your eyes. [17] Is it not [the beginning of the] wheat harvest today? I will call to the LORD and He will send thunder and rain; then you will know [without any doubt], and see that your evil which you have done is great in the sight of the LORD by asking for yourselves a king." [18] So Samuel called to the LORD [in prayer], and He sent thunder and rain that day; and all the people greatly feared the LORD and Samuel.

Now therefore behold the king whom ye have chosen, and whom ye have desired! and, behold, the LORD hath set a king over you. [14] If ye will fear the LORD, and serve him, and obey his voice, and not rebel against the commandment of the LORD, then shall both ye and also the king that reigneth over you continue following the LORD your God:
