God has specific reasons why He sows His light in the darkness.
Psalm 97:4-9 KJVS
His lightnings enlightened the world: the earth saw, and trembled. [5] The hills melted like wax at the presence of the Lord, at the presence of the Lord of the whole earth. [6] The heavens declare his righteousness, and all the people see his glory. [7] Confounded be all they that serve graven images, that boast themselves of idols: worship him, all ye gods. [8] Zion heard, and was glad; and the daughters of Judah rejoiced because of thy judgments, O LORD. For thou, LORD, art high above all the earth: thou art exalted far above all gods.
1. To enlighten the world.
"His lightnings enlightened the world...".
Enlightenment is a thing from God. Enlightenment is a gift from God. All intellectualism is given by God. The gift, love and abundance of knowledge in the earth as we see today can only be a gift from God to beautify and glorify the earth He made which was marred by the darkness.
2. To afford people the fear of the Lord. Without the display of God's true enlightenment, people will not see what they need to tremble at. People do not fear God to the degree to which they do not know Him. People will fear and tremble before God when all that the Lord is is laid bare before them.
" His lightnings enlightened the world: the earth saw, and trembled".
3. To cause the proud- hearted ( the hills) to fail ( melt - Hebrew- "mawsas"- faint, liquefy, grow fearful, waste with disease, become worthless, vanish, drop off, melt away). God sows His light as an act to oust pride. God can display great power to us all in a bid to cause us to cease from our annoying pride and arrogance that stands in His way, when He intends to use us and cause His presence to dwell with us.
"The hills melted like wax at the presence of the Lord, at the presence of the Lord of the whole earth. "
4. To cause even heavenly beings to know more of who God is.
"The heavens declare his righteousness, and all the people see his glory."
1 Timothy 3:16 KJVS
And without controversy great is the mystery of godliness: God was manifest in the flesh, justified in the Spirit, seen of angels,...
5. To cause idol worshippers to be confounded. To display to other gods what being God is really about.
"Confounded be all they that serve graven images, that boast themselves of idols: worship him, all ye gods."
6. To give gladness to Zion. Zion refers to a glorious thing God builds from absolutely nothing or from zero, from the scratch. Zion refers to what God builds entirely by the labour of His Word through time. When light is sown and the power of true enlightenment comes, Zion puts on gladness indeed.

7. To give God's daughters a reason to rejoice. God's daughters are those who rejoice in God's basic commandments and judgments as opposed to the fear of other gods or idols.

For thou, LORD, art high above all the earth: thou art exalted far above all gods.
