Shalini Swaroop is the Chief Legal and Policy Officer at Marin Clean Energy (MCE), California's first Community Choice Aggregator (CCA). Swaroop leads MCE's legal and policy teams, overseeing litigation, compliance, municipal law, and policy advocacy at state regulatory agencies, the California Legislature, and Congress.
Swaroop has advocated on issues related to equity, CCA ratepayers, and local governance in over 100 cases before California regulatory agencies. She has testified in the State Capitol building before a joint panel of the California Public Utilities Commission (CPUC) and California Energy Commission (CEC) on the future of California's energy market. She has also advocated on dozens of bills for MCE, including AB 2145 (2014), SB 350 (2015), and SB 100 (2018). Swaroop previously practiced before the CPUC as a consumer advocate on behalf of low-income constituents and communities of color. Swaroop was profiled in the LA Times for her work at MCE and leadership in the community choice energy movement.
