The Angelic activity is dependent on the activities of men.
Gen 22:11 God communicated to men via the ministry of Angels. The pillar of fire and cloud was an Angel. An Angel brought the Israelite out of Egypt (Numbers 20:16, Acts 7:35)
When God calls a man to ministry, there’s an Angel assigned to him Numbers 22:35, 2 Kings 1:3 When prophets spoke many times, they spoke what the Angels say.
Angels function for God in the time realm. Angels work with ministers of the gospel for their ministry.
