After pausing to deal with questions he anticipates his readers may be asking, getting ahead of false conclusions they may be drawing, and confronting the accusations of his opponents (Rom. 3:1-8), Paul concludes this section of his letter that began in Romans 1:18 by proclaiming that the whole world is under the judgment of God.
