As I watch the Pyrocumulus clouds form over the Feather River Dixie Fire and contemplate the recurring Paleo droughts of the past and the climate destabilization of this century -- I shudder with consternation. I believe a balanced aquifer is the most reliable buffer we can have to endure what is unfolding.
