The world is focused on the border of Russia and Ukraine. Russia looks for all intents and purposes are going to be invading Ukraine. They are technically already inside the Ukraine border. But they are in areas controlled by Russian Separatists. So they are not considering the start of the invasion. But since it seems to be imminent why doesn't the US issue the sanctions?
