Dick Tracy is one of the toughest and best police officers in the city. He is on the hunt for the biggest crime boss named Big Boy Caprice who recently killed off the former crime boss, Lips Manless. Tracy is faced with a lot of issues. Besides tracking down Big Boy, he must try and keep his girlfriend, Tess Trueheart, take care of a nameless orphan, dodge a seductive nightclub dance, Breathless Mahoney, and a mysterious gangster named "The Blank."
