Paul says that under the new covenant we are "not ministers of the letter but of the Spirit." (2 Cor. 3:6) A minister's job is to dispense the grace of God and the Holy Spirit, the One who unveils Christ. The flow of God's power that is released by a minister will rush to the lowest places first--those who have humbled themselves with spiritual hunger and thirst.
