- God declares additional terms for His covenant with Israel. The second generation of Israelites must be careful to reflect on all they have seen and heard. They must correctly interpret the years in the wilderness as judgment. Yet, they must believe that God desires to bless and flourish them.
- God provides a disciplined way for them to express their gratitude towards Him. He also provides testimony to instruct future generations so they may correctly interpret the events of their day. Everything will depend on their choices, therefore their actions.
