Throughout history most government missions have focused on exploration, research, and technological advancement rather than resource gain. Exploration missions and R&D missions can take decades to pay off if they ever do. In this sense space efforts for private companies have been lacking in the past, but now three major industries drive private efforts. Satellites, Tourism, and Mining.
