In the German language, when rudder is used, it is not quite clear what is meant: is it the rudder with which a rower actively propels and moves the motorless boat in the water or, in the case of a motor-driven boat or ship, is it the rear part that determines the direction of travel? Either way, the part belongs in the water to serve its purpose. Measured by its size, it is enormously effective: even a relatively small surface can cause impressive propulsion in the hands of strong oarsmen and the same applies to determining the direction of travel. Nevertheless: if the oar is not used correctly, it is useless. If you have not aligned the rudder blade at right angles to the direction of travel and then pull, you may be doing so uselessly.
