There's a massive backlog in processing passports (https://www.nytimes.com/2023/08/16/us/politics/passport-processing-delays.html). I know too many people who'd already book travel and then went to renew their passport. Sometimes they got lucky and received their passport in time. Other times they had to cancel their plans.
