Yes, Scrum Masters do work outside of software engineering environments. In many ways, Scrum Masters are like coaches and work toward creating environments where teams can thrive. As such, the application doesn't matter as much as the role, however, Scrum Masters were born in the technology industry and as such tend to have a greater presence in IT environments.
A scrum master works to help a team create new products and services that delight customers. In any environment where a product is being created by a team of people, a Scrum Master would play a valuable role.
In Scrum@Scale, for example, a great example of a technical hardware environment that employed multiple scrum masters was SAAB, the aeronautical engineering company.
Whilst there was no doubt software applications in the development of high performance aircraft, Scrum Masters were deployed throughout the organisation in any small team that deployed #scrum as a way of building products and solving complex problems.
