In traditional #projectmanagement, a #projectmanager will attempt to scope a project upfront and determine everything from budget to deadlines for delivery.
In a complicated environment, like civil engineering for example, heaps of bridges have been built before and the project manager will have a fair idea of how long each element of that bridge will take to complete and what a reasonable time frame for delivery is.
That deadline will usually be committed in terms of days, weeks or months. Sometimes even years depending on the size of the project.
In complex working environments where the variables are unknown and the problem has never been solved before, it becomes trickier to estimate in terms of time and so #agile teams rarely use time as an accurate measure of estimation.
They use effort instead.
