Timothy, is a young pastor who was appointed by Paul, to take his place while he was in prison. Even though he was young, Timothy still possessed traits to be a great leader in the church it's why there was so much trust placed in him to lead the church of Ephesus, but Paul knew Timothy was not quite ready to do everything alone, it's why there are letters addressed to Timothy, to assist him in ministry. Paul knew that Timothy would need help, but how would Timothy know who to appoint? Chapter 3 is about traits a leader must possess in order to be appointed overseers and deacons in the church. Even though these letters were written thousands of years ago, I believe these same qualifications apply today, not to steer others away from serving in the church but to help the church be most effective, but these same qualifications also help young men know what God expects from your life. This letter is addressed to deacons and overseers in the church, but is also addressed to all the men who are in the church regardless of their title.
