In Doctrine and Covenants 46:9, which is part of The Church of Jesus Christ of Latter-day Saints' scripture, the Lord says, "For verily I say unto you, they [the revelations of God] are given for the benefit of those who love me and keep all my commandments, and him that seeketh so to do;" In this scripture we see a pattern for receiving revelation and our responsibility to love the Lord and keep the commandments as part of that pattern. By being true to these responsibilities we then open our hearts and minds to receiving revelation for our lives from Him. God is longing to speak to us but as any patient father he is allowing us to use our moral agency to come to Him.

In addition to this scripture we can gain personal confidence that God desires to speak to us by the truths taught in this scripture D&C 93:49, "What I say unto one I say unto all; ..." God is not a respecter of persons (see Acts 10:34-35). He invites all to come to Him "black or white, bond or free, male and female..." (see 2 Nephi 26:33). God doesn't change (see James 1:17). He continues to reveal His will to mankind. If we are humble and seek to live in such a way that He can speak to us, then He will give us guidance, direction, warnings and comfort through the marvelous gift of the Spirit of the Lord. We can even ask for that blessing to be extended to our rebellious loved ones.
