In chapters 2 and 3 of Romans, Paul explains the difference between an authentic Jew and a phony. There is genuine religion, as in a real Jewish believer and a sincere Christian believer and someone who deceives themself into believing they are authentic when they are not.
Paul questions and explains the difference between formalism, which is for outward show, and the heart's inward reality. If a person wants to understand how to distinguish between false and genuine religion, this is the message he will want to hear.
