Turns out that the person on the other end of the line is Howard Payne, apparently sitting in a car on the other side of the bus not very far away. Payne complains bitterly about how Jack and Harry foiled his elevator plot, and then promises he will eventually get his money, with interest. He seems to fashion himself as an amateur financial planner. We then get our third Pop Quiz moment of the movie, where Payne outlines the central plot of the bus bomb.
