In Deuteronomy 18 & 19, Moses reminds God's people that the Levites are missionaries and will receive God as their portion. God is their land. They get to reside wholly with God and serve His people. He calls God's people to not live like any of the people in the land they are about to enter or take part in any of their evil practices. They are to live set apart as God's holy, chosen people. He tells them a Prophet is coming - and He did. Jesus is our perfect prophet. Moses reviews the cities of refuge that would be needed as they divide up the land. God is a God of justice and does punish the guilty, but He also protects the innocent - those who accept Jesus as their Lord and Savior. We are guilty. No one is innocent of sin. Jesus took our punishment on Himself. He's both sides of justice and grace and met them both perfectly on the intersection of the cross. Jesus is our refuge.
