Philipians.3:13-14
One of the purpose of creation of night and day/new seasons on Earth, which is found in Genesis chapter 1 is to teach and establish a new beginning, a fresh start for man.
God wants to give a fresh start to His children and celebrating a new year, is a reminder of that reality - God is in the business of giving new beginnings.

A fresh start may be difficult. If you want to experience a fresh start, you'll have to brace up for it. Everything you plan to start afresh, people will laugh at or mock you until they begin to see results. Fresh start does not come cheaply. A fresh start may be difficult. (2). Fresh start may involve little adjustment or drastic changes. Some will have to give a slight change while some will have to completely overhaul their directions.
(3). The impact of a new beginning may not be obvious at first but with consistency, results/proofs will be showed for the turn around.
How To Experience A Fresh Start:
(1). Mentally discard the past and embrace the new (Isa.43vs18). You cannot experience the new when the past is constantly on your mind.
(2). Admit and acknowledge that you need a fresh start. Repentance cannot happen in denial and hypocrisy.
(3). Do not by any means, avoid God. Regardless of man's effort, it is only God that gives new beginning.
(4). Be fully persuaded in faith that a fresh start has started. Full persuasion will enable you make a move.
(5). Be strongly motivated with God's word; frequently remind yourself of it. This will help strengthen your mind. Grace will only flow in the direction of whoever has made up his mind.
(6). Break away from darkness by having an accountability partner.
(7). Change your internal (things that predominantly lives in your mind) and external environment.
