Only democrats want Washington DC to be a state. The reason is political power. If DC were a state they would get 2 senators. Since DC votes overwhelmingly democratic every election, this will be a boost to keeping them in powers always. Congress already controls the budget and laws in DC, according to James Madison in Federalist Paper #43, this is necessary.
