Like the other Pastoral Epistles (1 Timothy and Titus), most scholars believe that 2 Timothy was written by someone who claimed to be Paul, but wasn't.
The best-known verse in 2 Timothy is probably this:
"All scripture is given by the inspiration of God." (3:16)
