I know some people don't like to hear what I'm about to say, but unfortunately the rules of manifesting, the laws of the universe and willpower apply to everybody.
People who are evil have so much willpower; They have so much entitlement to the things that they want, that don't belong to them, and they don't even deserve. They know about manifesting and they use it.
