I cannot imagine anyone liking a black rat, displaying its sharp teeth ready for attack. We can liken this image to thoughts and situations which fill us with dread. However, let's take a step further and remember that God's Name is above all names however scary and negative. We can extend this imagery to the rat being chained to a wall at its ankle. It can attempt to scare us but it cannot actually reach us. Whenever we recite the Lord's Prayer and say "Hallowed be thy Name" we are declaring that His Holy name is set apart and is above all else. God has many names such as Jehovah Elohim - the Eternal Creator, Jehovah Jireh - The Lord our Provider, Jehovah Rohi - The Lord our Shepherd, Jehovah Rapha - The Lord our Healer, Jehovah Shalom - The Lord our Peace; to name but a few. When the "black rat" tries to terrorise you, remember it cannot touch you when you declare that Jehovah God reigns supreme.
