What is often overlooked in the push for criminal justice reform are how ordinary American citizens wield the power of the police state against vulnerable members of marginalized communities. For White people, the police—and 911 phone calls—are tools used to arbitrarily enforce a White supremacist racial order. For Black folks, such tools are largely unavailable—and when used by racists, these “tools” often result in the violent loss of life.
