I was in Exodus 18. Jethro came and heard about all God had been doing for Moses and his people.
Jethro had seen how Moses was dealing with the peoples affairs and gave him some instruction that would lighten the load. He also gave a list of qualities that were needed for the people that Moses would appoint as judges.

Fear God
Trustworthy
Honest-hate dishonest gain.
