Why don't we associate feminine and power, short answer is because we can't see it in the current systems. But that is changing and women are yearning for change. The phase "the feminine is rising" is the desire to live another way. We want to express ourselves fully. The wild, soft, creative, nurturing, passionate, receptive feminine as well as the logic and action of the masculine.
