Bill Sparkman was a professional man, leading a quiet life. So it was quite a shock to find Bill hanging by a noose in a clearing in a wooded area. He was naked. His hands and feet were bound with duct tape. He was gagged with a rag and tape was wrapped around the rag, encompassing his head. The thing that stuck out most in this scene however, were the big black letters written in marker on his chest that read, F E D. Bill worked for the federal census bureau, and unfortunately, part of Bill’s jurisdiction was in a very high crime area of Kentucky. You would assume by the scene that Bill fell victim to someone who didn’t think a federal agent needed to be anywhere on his property. However, this was not the case. Bill’s death was curiously ruled a suicide.
