Biography:

Simon P. Foster is a transformational leader with over 18 years of experience driving systems change across the public, nonprofit, and private sectors. Known for turning bold visions into action, Simon has dedicated his career to advancing equity, building bridges across silos, and delivering results that center community voice.As Division Director for Housing, Homelessness, and Community Development at King County, Simon oversaw an $805 million biennial budget, awarding over $425 million to support housing stability, racial equity, and community well-being. His work led to embedded anti-racist policy reform, deepened partnerships, and more than 325 contracts that drove measurable impact across the region.Previously, as Director of Operations at The Salvation Army Northwest Division, Simon guided the organization through 165% growth during the pandemic. He expanded critical services, championed staff wellness, and launched innovative programs that improved retention, resilience, and reach.Now serving as Deputy CEO at the King County Regional Homelessness Authority, Simon brings a collaborative, people-first approach to leading cross-sector efforts to reduce homelessness.
