The Anglo-Irish Treaty may have formalized partition, but there were
several factions in Ireland that didn’t want to recognize Northern
Ireland as its own state and would do anything they could to undermine
its independence. Meanwhile, James Craig and the Unionists did all they
could to ensure that Northern Ireland would be “safely” in the hands of a
majority Protestant and Unionist government that would never unite or
govern jointly with a Dublin Parliament.
