Hidden away in San Diego is the brig at Naval Base Miramar and it has a dark secret: they ship in all the sex offenders from all over the military to serve time there, then they cut them loose into the community. Through a quirk of the law Jon can only describe as "typically federal," these sex offenders aren't having to notify anyone that they've infiltrated the community.
