Randall Hepp, the warden of a Waupun, a maximum-security Wisconsin prison, and staffers were charged following investigations into the deaths of four inmates over the past year, including one that wasn't discovered until at least 12 hours after the inmate died.
Dodge County Sheriff Dale Schmidt led the investigation into the death and took made a press conference to the media in which grand-standed about the great failures of State officials. Is this strange politicking or local government at its finest?
