I had a chat with a guy from Singapore recently comparing the Singaporean school curriculum to the New Zealand school curriculum. This led to a general discussion regarding the nature of curriculums and the problems that exist regardless of whether you make them very strict and specific or very vague and open to interpretation. The flow-on effects of curriculums are: Curriculum, leads to --> Testing, leads to --> Comparison, leads to --> lack of creativity.
